Sean Sweeney, Chief Executive and European Director, Fellow CIMA, BSc.
Sean is HELM’s Chief Executive and is a fellow of the Chartered Institute of Management Accountants. He retains responsibility for international projects in the new European Union member states and the Balkans. He has an exceptional breadth and depth of experience in public finance having worked within the Ministry of Environment dealing with accounting and financial management systems in Northern Ireland as well as in a number of transitional European countries and also developing countries such as Sri Lanka, Bangladesh and Nepal.
Sean has used his skills and experience as a well respected international expert and strategic adviser to provide legal advice in international accounting standards in compliance with European Union acquis communautaire, to advise on the development of Public International Financial Control and Internal Audit systems in Croatia and Kosovo, to prepare the specifications for a financial systems configuration required to support the devolution of accounting control to 300 Divisional Secretariats in Sri Lanka and to provide strategic advice to the largest local authority in Northern Ireland to assist in identifying appropriate financial management requirements as a result of compulsory competitive tendering and in completing a review of overheads and re-engineering of business processes.
Sean also has a successful track record in the management of multi-disciplinary teams. As Project Director he delivered a successful reform of the Civil Service Payroll in Kosovo and was Project Manager for implementation of a major management accounting strategy in the Ministry of Environment - Roads Agency, Northern Ireland.
Mike Frazer, Chairman and International Director, CIPFA, BSc Hons (Econ), Cert. Health Service Economics
Mike is HELM’s International Director and is a Chartered Public Sector Accountant with a strong background in Information Technology and Project Management. His dynamic but practical approach has been applied to the delivery of a wide range of major UK based projects and the HELM Component of wider governance projects in Asia and Africa.
He maintains a committed and effective ground level presence across HELM’s International portfolio and is currently deeply involved as Programme Director managing a family of successful financial reforms within Bangladesh’s public sector. His commitment to these reforms over the last 8 years has seen him managing the concept development, design and implementation of core accounting and budgeting systems, Financial Training, Audit and capacity building work, leading the Reforms in Budgeting and Expenditure Control, establishing a Financial Management Academy and successfully introducing a process approach to change management in the Government of Bangladesh.
Mike’s other recent achievements have included the design and appraisal of financial systems in Sri Lanka, and Nepal, assisting 12 in house teams in the UK Civil Service and Local Government to win their in-house bids against private sector competition under CTT/Market Testing legislation and leading a consultancy team that successfully assisted in the launch of seven Next Step Agencies in the UK.
Within HELM he has a development role in the expansion of the company, and has successfully established subsidiary companies in e-governance, Human Resources and regional companies in Africa and Asia.
Gareth Williams, International Director, ACMA, BA (Hons)
Gareth Williams, a Chartered Management Accountant, is International Director with responsibility for developing and managing HELM’s business portfolio in Africa. Gareth has extensive experience in the design, management and implementation of Public Financial Management reform programmes and is currently project director for the Lesotho Public Financial Management Reform Programme. He has extensive team leadership experience and has undertaken long and short-term assignments in Bangladesh, Ethiopia, Nigeria and Georgia. Gareth has completed a number of strategic and operational reviews of public bodies in both the United Kingdom and Republic of Ireland and is currently leading the change preparedness programme for a major resource management system, spanning both UK and global sites. Prior to joining HELM in 1997, Gareth was Commercial Accountant for a large contract catering group’s Northern Ireland subsidiary, and Company Accountant for the Irish subsidiary of a multinational public relations group.
William Buckley - Fellow ICA in Ireland, Registered Auditor, BSc Acc/ Econ
William has been with HELM for more than 12 years and is the Director in charge of HELM Auditing Services, Accounting, Audit Institutional and Regulatory Models and IT. An experienced PRINCE project manager he is currently Change Lead on the Activities, Reporting & Information E-System (ARIES) project for DFID to manage the change process on the deployment of a new integrated procurement, finance and budgeting, project management and reporting system in its UK and overseas offices. He was also Senior supplier representative for HELM on the Programme Board for the Courts Accounting System (CAS) Phase II, Integration of CAS and the Criminal Case Tracking System (CCTS) and Development of e-Payments for the Irish Courts Service. William has also led major Projects for Wiltshire County Council, the UK Meat Hygiene Service, and is a leading expert in Oracle Systems implementation. He also has extensive International experience including the development of national action plans in Macedonia, Bulgaria and Romania for (ROSC) financial reporting. He has also worked in Serbia, Malawi, Czech Republic, Hungary and Bangladesh
Manus MacGinty -BSc Econ., CPFA, Affiliated Member Institute Internal Auditors
Manus has been with HELM since the company was formed. He is now the Director responsible for Internal Audit, Economics and Procurement Consultancy. He is an expert on procurement audit and ensuring best practice and achievement of Value for Money (VfFM) following International and National procurement guidelines. He leads the HELM work in producing Risk Based Audit strategic and operational plans to IIA standards.
Recent projects for which he has been responsible include a review of Government Departmental Internal Audit functions for the Department of Justice, Equality and Law Reform in Ireland and for various agencies within the Department of Culture, Media and Sports in the UK. Internationally he has produced a feasibility study into the establishment of Internal Audit functions for the Government of Bangladesh and led a VfM audit into procurement by the European Commission's Humanitarian Office of pharmaceutical products used in humanitarian aid missions. His country experience includes undertaking work in Belgium, Holland, France, Sweden, Italy, Czech Republic, Hungary and Georgia.
Damian Duffy, BA (Hons) European Business Studies, PG Dip Information Systems.
Damian is International Director with responsibility for developing and managing HELM's business portfolio in Eastern Europe, Central Asia and Russia. He is currently undertaking Doctoral studies in public management reform and recently attended the John F Kennedy School of Government at Harvard. He has extensive overseas experience in all aspects of public management reform at Central and Local Government levels and has worked in a significant number of countries including Latvia, Lithuania, Georgia, Bulgaria, Hungary, Russia, Romania, Croatia and Czech Republic.
He has been involved in planning, preparation and management of over 200 technical proposals for projects funded by DFID, European Commission, World Bank and EBRD. In the last two years he has worked on the design of a number of projects for DFID dealing with Regional Government Reform, Good Governance and EU Integration and is currently involved as a Development Adviser for the Ministry of European Integration in Croatia.
Damian has participated in projects ranging from public administration reform and training, European integration, legal approximation, public policy development, SME development, regional and local government reform and public finance.
In Northern Ireland he is working as an adviser to Trade International on the delivery of an aid development programme and has been involved in the conduct of audit and economic appraisal exercises for local bodies. He is a trained NVQ Assessor and an occasional lecturer on European Integration - Queens University Belfast and University of Ulster.
