The following are examples of projects where HELM have been at work in Europe

Croatia - Support for Administrative Capacity Building within the Ministry's of European Integration and Finance.

The project aims at enhancing the capacity of the Croatian Ministry of European Integration and Ministry of Finance to plan and manage the process of accession negotiations through policy advice, lesson learning and training to ministry personnel and the negotiating team. HELM are undertaking a Public Awareness Campaign; providing direct support for the negotiations process; support for PHARE programming; technical assistance to the Contracting and Finance Unit(CFCU) within the MoF, developing capacity to administer the SAPARD programme. This support includes technical assistance to MEI for the identification and preparation of projects under PHARE, 2005-7. Support to be provided in key areas i.e. Environment, Cross-border cooperation and Sustainable rural development. It also includes improving capacity within MoF for the decentralised management of Pre-accession funding instruments

Serbia - Preparation and Implementation of Administrative Legislation - Phase 2

HELM International in consortium with EURECNA have been successful in winning the Public Administration Reform II project in Serbia. The aim of the project is to support the Government of Serbia in developing an efficient and accountable administration through the finalization and the proper implementation of the new administrative legislation. HELM's role in this project contains a number of elements including contributing to the review of the legislative/legal component of the Government Public Administration Reform Strategy. HELM also are responsible for assisting in the finalisation and the adoption of the new administrative legal framework as well as assisting in the preparation of the relevant draft regulations directly linked to the new legal framework (both at government and ministerial levels. The consortium are contributing to the development of implementation strategies and accompanying activities for the new laws and secondary legislation and also assisting to the preparation and the delivery of adequate training programs for a wide group of civil servants on the new legislation.

Moldova - Support to the Regional Development Implementing Bodies

HELM International are leading a consortium engaged in the support of the balanced and sustainable socio-economic development of the various regions of Moldova. The project will have an impact at both national and regional levels on 4 specific spheres of the RD policy: policy advice, capacity building, financial instruments and visibility. Final results should ensure that National RD Strategy is refined and effective implementation has started; that National instruments for RD are fully operational; NARD capacity is enhanced; National Fund for RD (NFRD) is set-up and operational. The consultants will ensure that the NARD grant scheme to support the implementation of the RD policy is designed and approved and that national awareness on RD issues is heightened. At regional level it is intended that RD strategies with their associated Action Plans are prepared and effective implementation has started and that Implementing bodies are fully operational.

Russia - Public Institutional Reform

HELM International are part of a consortium which has been awarded an EU Public Institutional Reform Project in Russia aimed at contributing to the administrative reform policy of the Russian Government by assisting to improve the performance of state organs. A focus will be on service delivery to citizens with all its related components, i.e. internal regulations and efficient functional division, standards, indicators and the electronic delivery of services. It will also introduce concepts such as benchmarking, cost reduction, value-for-money, and effectiveness to the relevant units of the administration involved in the delivery of state services. It is intended that the project will strengthen transparency, external accountability, and Freedom of information measures.

Czech Republic - SME Development and Structural Funds Management Systems

HELM International are currently working with CzechInvest to support the implementation of the Operational Programme for Industry and Enterprise over 2 years. HELM advisers are supporting the development and accreditation of a network of 150 SME advisers across the Czech Republic. In addition HELM will also contribute to the establishment of a 'Czech Benchmarking Index', which will help Czech companies assess their competitiveness against international best practice. The team will be involved in reviewing the business capabilities of over 250 local companies in the Czech Republic. HELM will also assist selected Czech SMEs to improve the quality of human resources through better realisation of workforce potential, improved linkages between labour market demand and supply sides and increasing the adaptability of companies to changes in the business environment. HELM have also undertaken a review of the management systems including financial management systems in use by CzechInvest for the management of EU Structural Funds and made recommendations on improvements in terms of disbursement, audit and accountability.
