UK - Knowledge Management Programme Department for International Development
HELM International provided support to DFID's Information Department in taking forward the implementation of a Knowledge Management approach across DFID. Advice on issues related to development of a knowledge management strategy consistent with current HMG-wide Knowledge Network and the priority given to electronic documents management, Open Government, e-government . Support involved participation in DFID strategy team meetings to consider the developments in the use and opportunities provided by Information and Communications Technology and taking on board the challenges and opportunities relating to the expansion of the DFID leading to geographical dispersion of offices, influx of new staff, and the increasing complexity of management and co-ordination in this context.
WorldWide - Support for the Implementation of the ARIES System
DFID, the Department for International Development, has appointed HELM as part of a UK consortium to be lead implementation partner for the £11 million ARIES project to replace its activities reporting and e-information system. The consortium will support DFID in redesigning its management information system (MIS) coding structure and rationalising its underlying IT systems to meet the Department's aid co-ordination, financial, procurement, reporting and performance management needs. This project represents one of the largest aid co-ordination systems contracted across the world. The key to ARIES lies in replacing DFID's numerous, disparate legacy systems with the integrated financial, procurement and project costing and billing modules. HELM will provide ARIES with business process change management consultancy and also support end user training on the new systems. DFID leads the British government's fight against world poverty and employs 1,400 UK based staff, plus more than 1,500 people in 69 offices around the world from Afghanistan to Zimbabwe.
UK - Ministry of Social Welfare - Financial Systems
HELM has completed a number of audit exercises for MSW including : Ministry payroll audit, Ministry security, Ministry financial estimates and budgetary control and strategic Audit of the Trusts and Human Resource Directorate. The company has also supported the production of a Financial and Management Information Systems Strategy to support the Ministry of Social Welfare (NI) and its constituent Agencies and Divisions in the light of GB Government proposals to introduce Resource Accounting and Resource Budgeting.
UK - Ministry of Environment - Accounting Policies and Systems
HELM were involved in the provision of consultancy support to the Ministry of Finance and Personnel Resource Accounting Team on the development of accounting policies and systems. HELM staff assisted in the establishment of a statement of requirements for a Capital Asset Information System and a plan for the implementation of a Capital Asset Information System. The company carried out of a study to review current systems and proposed development within the strategic context of public accounting regime, interdepartmental charging, resource accounting, resource budgeting, management accounting requirements and imminent accounts direction. The review considered gaps and provided an assessment of options for the agency for the future.
UK - Local Government - Internal Audit Control
Provision of internal audit on a facilities management basis. This involves the strategic, operational and day to day planning of audits as well as carrying out assignments. Value for money reviews have now become an integral part of the audit strategy. HELM was largely responsible for the establishment of an internal audit function in several of the above councils. In addition HELM provides an IT management service to a number of these councils. HELM has also been engaged in the set up the internal audit function in some Councils and this involved an assessment of overall audit requirements and the strengths and weaknesses of the audit system. In addition the company supported the development of strategic and operation plans.
UK - Public Administration Reform - Support for Agentisation
As part of the ongoing new public management developments in the UK Helm has been at the forefront of the development of a number of Central Government "Next Step" Agencies in Northern Ireland on behalf of the Ministry of Finance and Personnel, Ministry of Agriculture and Ministry of Environment. As part of this process we have provided procedural manuals and established internal control systems to allow these bodies to move from cash to accrual accounting, whilst maintaining a strength of control in their operation to the satisfaction of the Northern Ireland Audit Office. HELM has provided procedures both in narrative and flowcharted from using RF Flow and Corel Flow software applications.
UK - Ministry of Environment - Organisational Development Programme
HELM have provided assistance in the development of strategic approach to the change management process including organisations development, information systems and finance and accounting required to support further commercialisation and obligations resulting from resource accounting and resource budgeting including asset registration, capital accounting information systems and accounting policies. HELM developed a management accounting information systems strategy for the MOE Roads Service to support parallel cash and accrual accounting, the Service's market testing obligations, reorganisation and internal trading arrangements as well as to consider the implications of the Northern Ireland Common Accounting Systems Project and the potential for movement to new financial and management accounting systems.
