Project TONiC (Transformation of Norwich CityCare Contracts)

Helm Corporation have been awarded a contract with Norwich City Council to assist with the management of their 26 public facing service contracts (including refuse collection, grounds maintenance, housing repairs and facilities management) and to manage the re-tendering process for when the contracts come up for re-let in April 2010.

The CityCare contracts are worth approximately ?35M per year and are within the last 2.5 years of the 10 year life of the contracts. Helm will be working with the Council and the CityCare contractor to ensure that outputs from the contract are maintained. Impacting on the re-tendering process is the recent award of Unitary status to Norwich City Council. As well as the increase in scope of people facing services, pending direction from the Boundary Commission, the Council area will increase potentially incorporating a further 95,000 people. Norwich will therefore grow to an Authority responsible for almost a quarter of a million residents. The change management issues involved are significant as well as complicated requiring an in depth understanding of the technical aspects of contract management as well as the political issues involved in the redrawing of local Authority Boundaries.
