Development of new National Budget classifications, and update of Treasury and Government financial rules to enhance the flow and quality of information across Government. Enhancement of National budgeting and planning processes. Establishment of accounting systems for the Central State Budget including accounting for Government Debt and Cash Management. Introduction of new management accounting and information systems to Treasury and Government Ministries. Creation of internal control/audit units in Ministries. Implementation of revenue and capital systems in the transition from cash to accrual based accounting in Central, Regional and Local government. Development of policies, standards, procedures, manuals and controls, and their integration for fiscal and financial reporting throughout all levels of government
